Before You Begin:
Prepare your cookware as needed. Cooking times and results may vary depending on your equipment and ingredients.
Preheat the oven to 400°F (200°C) and lightly grease an 8×8-inch baking dish.
Cook bacon in a skillet over medium heat in a single layer for 5–7 minutes until crisp. Transfer bacon to a plate, leaving drippings in the skillet.
Bring a pot of water to a boil. Add cauliflower and cook 4–6 minutes until just tender but still firm. Drain very well to remove excess moisture before adding to the sauce.
Add olive oil to the skillet with bacon drippings. Sauté onion and garlic for 2–3 minutes until softened.
Whisk milk and flour until smooth. Add to the skillet and cook 3–5 minutes, stirring often, until the sauce thickens enough to coat the back of a spoon.
Reduce heat and stir in cheddar, Parmesan, and salt until melted and smooth.
Add drained cauliflower and gently stir to coat evenly.
Transfer mixture to the prepared baking dish. Sprinkle bacon on top.
Bake 18–22 minutes, until bubbling around the edges, lightly golden on top, and heated through.
Remove from oven, sprinkle with chives, and serve warm.
